Developer FAQ: association assessments ↗ · Checked November 1, 2026
Tavola’s recorded February 2025 management certificate lists separate closing charges, including $275 transfer, $375 resale certificate, capitalization of 50% of the annual assessment and a foundation fee of 0.15% of gross sale price. At a hypothetical $350,000 price, 0.15% is $525. These are recorded references, not a current closing quote; applicability, payer and later changes must be confirmed. The certificate does not establish the annual assessment amount.

Separate annual dues from closing charges
Annual assessments fund the association’s ongoing operations. Transfer charges, resale-certificate costs, capital contributions or foundation fees may be separate. Ask who pays each charge under the contract and whether a special assessment is pending. One published annual number does not describe every cost.

Find the right association
Match the legal name on the title commitment with the recorded declaration and any supplementary declaration for the section. Management-certificate search results can show the manager’s office city; that is not necessarily the location of the neighborhood. Similar community names in other Texas cities can lead to the wrong association.
Documents to request before relying on the budget
- Current resale certificate or builder association disclosure and fee schedule.
- Declaration, amendments, bylaws and architectural guidelines.
- Current budget, recurring assessment and any approved special assessments.
- Rules for rentals, pets, parking, fences, pools and exterior changes.
- Transfer, capital, foundation and resale-document charges.
- Amenity-access requirements and any paid reservations.
If you have pets or plans for a workshop
Describe the exact situation: number and type of pets, an RV, commercial vehicle, home business or future improvement. Obtain the relevant written rule and approval procedure before deciding. A verbal “it should be fine” is not a reliable substitute for the governing documents.
HOA, MUD and city rules do different jobs
An HOA manages private covenants and association responsibilities. A MUD is a public district with its own functions and possible taxes. Municipal or county rules can also apply. Approval from one does not automatically satisfy the others.
